Samimullah Sahil is the Senior Retail Manager at Moore Afghanistan, where since 2019 he has been entrusted with leading the HesabPay product’s retail operations. In this capacity, he orchestrates nationwide agent and super-agent networks, oversees merchant acquisitions, and ensures strict compliance with both internal policies and central banking regulations. His stewardship has been pivotal in scaling HesabPay’s footprint across Afghanistan and reinforcing public trust in its financial services.
A graduate of Mashal University (BBA, 2021), Samimullah combines academic rigor with extensive field expertise in financial operations, retail management, and compliance reporting. His multilingual fluency in Dari, Pashto, English, and Urdu enables him to navigate Afghanistan’s complex cultural and business landscapes, bridging communication across stakeholders, regulators, and clients.
Throughout his tenure at Moore Afghanistan, Samimullah has played a decisive role in contract administration, agent and super-agent onboarding, POS deployment, transaction monitoring, regulatory reporting, and dispute resolution. His disciplined approach to process optimization and his ability to resolve high-stakes operational challenges have established him as a reliable leader in Afghanistan’s emerging fintech sector.
